This Grievance Procedure may be used by anyone who wishes to file an inquiry alleging discrimination on the basis of disability in the provision of services, activities, programs, or benefits by the City of Baltimore. The City of Baltimore's Human Resources Policy governs employment-related complaints of disability discrimination.

 Please fill out as much of the Inquiry Form as you can. Alternative means of filing complaints, such as personal interviews or a recording of the complaint, are available for persons with disabilities upon request.

The Inquiry should be submitted as soon as possible but no later than 60 calendar days after an alleged violation.

Inquiries not submitted electronically through the online form can be sent via email or first-class mail to: Mayor’s Commission on Disabilities, 7 E Redwood Street, 9thFloor,Baltimore, MD 21202.

Within 15 calendar days after receipt of the complaint, the appropriate Agency’s ADA Coordinator or their designee will contact the complainant to discuss the complaint and the possible resolutions. Within 15 calendar days of the contact, the ADA Coordinator or their designee will respond in writing, and where appropriate, in a format accessible to the complainant, such as large print, Braille, or audio. The response will explain the position of the City of Baltimore and offer options for substantive resolution of the complaint.

If the response by the ADA Coordinator does not satisfactorily resolve the issue, the complainant or their designee may appeal the decision within 15 calendar days after receipt of the response directly to the  Office of Equity and Civil Rights.

Within 15 calendar days after receipt of the appeal, the Office of Equity and Civil Rights will contact the appellant to discuss the appeal and possible resolutions. Within 15 calendar days after such contact, the Office of Equity and Civil Rights will respond in writing, and, where appropriate, in a format accessible to the complainant, with a final resolution of the complaint.

All written complaints and appeals received by the Office of Equity and Civil Rights, and its responses thereto will be retained by the City of Baltimore for at least three years.
